Haven't seen many people using them, so here is the skinny.
Gaining the first level of Vehicles gives you the reward 'Vehicle Drops'. This drops an Icarus or Husky depending on the team, anywhere you call for it. Great for snipers that need a quick escape, or just simply to move you forward if all your base vehicles are being used. Getting this reward is very easy... whore in the Titan or Tormentor for a bit.
They cannot be called instantly upon a map start, but have a charge bar. You will notice it as the bottom most option in the Context Menu (the round menu- default V). The bar is a bit bugged, and once available you can call them in forever without waiting for the bar to get refilled. Simply open the Context Menu, and choose "I need a vehicle" which will replace "I need a pickup" in the menu. About 20-30 seconds later, your vehicle will drop where you called it.
It's a good idea on full servers where all vehicles might be out to always call a drop every time you spawn. This way if all the default vehicles are gone, you usually have some extra Husky's or Icarus's readily available.
