kick for afk

I'm wanting to kick players that are in game for being afk for 3 minutes and also kick spectators if they are specing for 5 minutes.

both kicks would be from the server completely thus allowing players wanting to play to join.

I didn't see any commands for this in the server.cfg file. Anyone know what they are?
